It won't be a substitute for soy sauce, but it's not uncommon to not use soy sauce in adobo. The original adobo is actually seasoned with salt and not soy sauce. It's called adobong puti or white adobo because it's paler in color sans the soy sauce.

I've never tried making chicken adobo this way. It sounds absolutely delicious. Tonight I am going to follow your recipe. I was taught different.
Just brown the chicken, saute with garlic and onion. Add one cup each of water, soy sauce, and apple cider vinegar. Add some pepper corns and a bayleaf. Bring to boil, and then reduce heat, allowing it to simmer for about 35 minutes covered. We love a lot of broth with our rice. My grandparents were of Illocano decent. Surname Is Raquel.
